While implementing the recommendations of 7th Pay Commission, Govt ensured that the commission’s pay related recommendations are accepted as such.
Govt also accepted 7th Pay Commission;s innovative concept of all in one pay scale called “Pay Matrix” which caters to entry pay and pay fixation of all Central Government Employees. Consquently, Running Pay Band and Grade Pay introduced by 6th Pay Commission were done away with.
Fixation of pay in the revised pay structure as per Rule 7 of Central Civil Services (Revised Pay) Rules, 2016.-
Step 1 : Multiply Basic Pay of Employee as on 31st December 2015 existing basic pay by a factor of 2.57, rounded off to the nearest rupee
Step 2: Determine the level in Pay Matrix using Grade Pay last drawn – Grade Pay pertaining to each level is given on the top of Each level in Pay Matrix
Step 3. Find the cell in the level determined in Step 2, which contains the amount equal to the figure determined in Step 1. If such cell is available amount containined in the said cell will be the basic pay of the employee. If no such Cell is available in the applicable Level, amount in the immediate next higher Cell will be the basic pay of the employee concerned.
2. In the case of medical officers who are drawing Non Practicing Allowance (NPA) :
As we all know, Medical Officers / Doctors who are serving in Central Government Service were entitled to Non-Practicing Allowance at the rate of 25% on the 6th CPC basic Pay.
Pay fixation in such cases is done as follows.
No. A Government Employee who was on leave on 1st January 2016 and entitled to Leave Salary will be fixed with revised as per Central Civil Services Revised Pay Rules 2016 with effect from 1st January 2016. in the case of Study Leave also
Suspended Employee will get pay revision subject to the final order in the Disciplinary Proceedings.
4. How to fix revised Pay when an employee is officiating in higher Post?
In the case of an employee who is holding a higher post on a regular basis, the revised pay will be based on the pay drawn in officiating post.
Govt has made provisions in CCS Revised Pay Rules 2016, to upgrade the pay of a senior who was drawing lesser pay than his / her junior in the same post prior to 1st January 2016. In such cases, the senior employee gets fixed in the revised pay structure in a Cell lower than that of such junior, his pay shall be stepped up to the same Cell in the revised pay structure as that of the junior.
5. How to apply 7th pay Commission Pay Matrix in the case of Employees appointed on or after 1st January 2016?
Central Government Employees who are appointed on or after 01.01.2016, will be fixed at the minimum pay or the first Cell the level applicable to the post in which the employee concerned in appointed.
Increments in revised pay structure using 7th CPC Pay Matrix
Annual Increment for Central Government Employees will be paid by granting the amount specified in the cell, which is veticallly next downwards in the same level of pay, as the Basic Pay after grant of annual increment.

7th Pay Commission Good News: DA For Government Employees to Touch a New Level - Details Inside 
There is some good news on the 7th Pay Commission for nearly 1 crore Central and State Government employees.
A 3 per cent Dearness Allowance is on the anvil and would be applicable from January 1 2019 onwards.
at a time when the central government employees are still awaiting further increase in the minimum pay, a big news is making rounds that is likely to benefit over 1 crore employees and pensioners of the Central and State Government.
As per a report of Zeebiz Online, these 1 crore employees may soon get three per cent Dearness Allowance (DA) effective from January 1, 2019, informed Harishankar Tiwari, Praygraj based AG Office Brotherhood and ex-Assistant Secretary-General of All India Audit and Accounts Association.
Based on Consumer Price Index, a calculation was made which revealed that the DA has been set to be hiked closer to three per cent, while this is the first time that the allowance may increase by 3 per cent, since the implementation of 7th Pay Commission on January 1, 2016.
The Dearness Allowance is a cost of living adjustment allowance paid to Government employees, and calculated as a percentage of an Indian citizen’s basic salary to mitigate the impact of inflation on people.
Zee Business, while quoting Prayagraj based AG Brotherhood and ex-assistant secretary general All India Audit and Accounts Association, Harishankar Tiwari said that the DA will move closer to 3 per cent.
According to the calculations done on the basis of the Consumer Price Index, the DA has been set to move closer to three per cent. The report also said that the the DA would stay at around 3 per cent or more from 2019, if the consumer price index of December month rises to 5 per cent. In this case, the CG employees may get DA of up to 4 per cent

Government, Semi-Government And Retired Government Employees Will Pay Salaries

The government has taken a decision to quickly pay the government employees to the seventh pay commission. Government employees, retired employees and semi government employees also get the benefits of the seventh pay commission. As such, their pay is increased by 17%.
The news of the joy for these employees is that this increase will be given from 2016 to January 1, 2016. Arrears of this salary will be given in February 2019. The government's decision is that 25 lakh employees will be benefited. However, this report has been sent to the government for approval. It will be implemented after approval of cabinet.
The special reason for not getting special permission will be given by the government. It is to note that the government's treasury is not burdened with excessive burden and the interest of the employees is taken care of. As a result, the government's development works have not been affected by the Zaji effect, it has been clarified in the report.
The state government-semi-official and retired employee who has been looking at the government for the last one year is happy news. The Bakshi Committee submitted the report to the employees for the seventh wage tribunal submitted to the state government on Wednesday.
In the report presented by Bakshi Committee, an additional recommendation of 17% has been made to the employees. This increase will be effective from January 1, 2016. Employees will receive 25 lakh employees and retired employees. In February 2019, the wage increases staff.
The seventh wage commission has been implemented from 1st January, 2016 to the Central Government employees. The state government officials and staff association demanded that the recommendation of the Commission be applied to state government-semi-official and retired employees from the same date. Accordingly, the state government will be burdened with the seventh wage commission on the state, to study whether the former IPS officer P. Under the chairmanship of Baki, the Wage Improvement Study Committee was established. Various employee organizations presented their demands before the committee. The Bakshi committee has submitted its report and submitted it to the government.
This report provides detailed information on employees' salary, allowances. In the second phase of the report, the committee will submit its report in three months regarding the administrative reforms and the dispute in some wages category of employees. If the report of the committee has been received by the government, it will be kept against the cabinet. After the approval of the cabinet, the implementation of the report will start. The increase will be given in the wages deposited in the month of January, a senior official said. If the report is implemented, the expenditure on the government treasury will increase by 14-15% and the total burden will be 16 thousand crores. Currently, 90 to 92 crores are spent.

Booth Level Officer; A Representative of Election Commission at the Grass-Root Level
For enhanced participation of electors in the electoral process and reducing the electoral malpractices, it is essential to improve the quality of electoral registration process and of the electoral rolls. Booth Level Officer (BLO) is a local Government/Semi-Government official, familiar with the local electors and generally a voter in the same polling area who assists in updating the roll using his local knowledge. In fact, BLO is a representative of Election Commission of India (ECI) at the grass-root level who plays a pivotal role in the process of roll revision and collecting actual field information with regard to the roll corresponding to the polling area assigned to him.
Under Section 13B (2) of Representation of People Act, 1950, BLOs are appointed from amongst the officers of the Govt. /Semi Govt. /Local Bodies. Generally, one BLO is responsible for one part of the electoral roll. From August, 2006 the Commission has decided to introduce the concept of appointing BLOs who would be accountable for ensuring the fidelity of electoral roll.+
The ECI introduced this new system of appointing BLOs creating a clear line of accountability for preparation of an error-free electoral roll, making the BLOs its custodian at the polling booth level. Previously, voter-identification slips used to be distributed by the contesting candidates of various political parties and that gave scope for complaints. The preparation of accurate electoral rolls and direct distribution of voter identification slip by the BLOs also boosted voter confidence in the credibility of the election process.
BLO assists eligible citizens to become voters and obtain voter card. BLO provides those different forms for addition, deletion and correction of Electoral Roll entries, carries out physical verification, and gives his/her report to Electoral Registration Officer (ERO) .The BLO interacts with local people/ political parties’ representatives and identifies dead/shifted/duplicate voters to be removed from the electoral roll after due process of law.
